Program manager South Sudan (Maternity cover)

The work of PAX in South Sudan focuses on the promotion of sustainable peace , in a context characterized by prolonged violence. PAX works with several local organizations (civil society and religious) that focus on conflict prevention, peace dialogue and community security with the goal of making communities safer and empowered for a more just society. Addressing and lobbying the Government and international actors is an important aspect. Other important themes in our work include dealing with the past, protection of human rights, the role of natural resources in conflict and inter-linking local governance and peace-building. The local partners and networks are an important linchpin in our work. From this cooperation we can monitor the situation in South Sudan, responding to current events and translating that into policy advocacy at national and international level.

We are currently looking for an experienced candidate for the position of

Program manager South Sudan
Maternity cover for 6 months

The South Sudan program is part of the program group Northeast and Central Africa. Because of maternity leave of our Program Manager, we are looking for a replacement cover for the duration of 6 months from end-January to 31 July 2018. The program manager works in coordination with the South Sudan Program Lead and a Program Officer based in The Netherlands. In Juba, the team consists of a Project Manager, Project Officer, Admin Officer and two support staff. We are looking for an interim Program Manager, to be based in South Sudan, with a focus on building the capacity of the local PAX team and partners and kick-starting two new substantial peacebuilding projects with local colleagues and partners and building capacity of local partners.

We are looking for?

You are an independent and ingenious person who is able to operate in a complex context and has a resourceful and cooperative attitude. You are someone with extensive program management and field experience in complex settings, preferably including South Sudan. And you can relate well to working with local partners and have sufficient leadership skills to operate in a polarized environment. Further, ideally, you have excellent planning and communication skills, aim to work culturally sensitive and knows how to manage project implementation.

Main activities

  • Coordinate the inception phase of two peacebuilding programs with local colleagues, partners and communities; including process facilitation, development of management and coordination structures, setting up monitoring system (incl. baseline survey), communication with donor and structuring local team-local partner relations.
  • Build capacity of PAX local team and partners, with particular focus on facilitating capacity building in areas of monitoring and learning, organisational management, gender and strengthening of financial systems.
  • Program implementation: Oversight of weekly work duties of Project Manager, Project Officer and Administrative Officer, to ensure progress of current local peace projects, maintaining relationships and contacts at different levels.
  • Strengthen PAX local team in the management of the local field office in Juba, South Sudan, setting up structures for effective project implementation, including field monitoring, reporting and follow up, procurement and logistics, financial accountability systems and where appropriate realization of training.
  • Representation of PAX at the Juba-level, through pro-active coordination with donors, diplomatic missions and organisations involved in peacebuilding, sharing of programmatic learning and diminishing possible overlap.
  • Strategic liaison with Program Leader, Financial Controller and Program Officer based in the Netherlands, particularly on programmatic development, capacity building and relationship management.
  • Shared responsibility for building and managing knowledge on relevant themes such as Gender, Community Based Security and Citizens Rights and Dealing with The Past in the program.


  • An academic degree
  • At least 7 years’ experience with program management in a political/activist framework, development aid or a similar sector
  • A number of years of relevant work experience in or with East Africa; experience in South Sudan is an asset
  • Demonstrable experience with setting-up and monitoring progress of local peacebuilding projects with a long-term outlook
  • Experience with managing people with a different cultural background
  • Experience working with local (faith-based) partners
  • Relevant knowledge in the field of peace and security and on the region
  • Excellent communication skills and pro-active internal and external collaboration
  • Excellent knowledge (active and passive) of English. Knowledge of Juba Arabic is an asset
  • A flexible and positive attitude is a must! And a good sense of humour even better.

  • Appointment for 36 hours per week (fulltime), for 6 months
  • Pay scale depending on experience min. $ 3.315 – max $ 5.200 gross (for a fulltime position)
